The Sindh government has introduced a new standard operating procedure (SOP) to help citizens who buy vehicles but later face problems because the seller is unavailable or cannot provide biometric verification.
According to the Excise, Taxation and Narcotics Control Department, the new SOP allows vehicle ownership transfer in cases where the seller’s biometric data is not accessible or the seller cannot be traced.

The move aims to reduce difficulties for genuine buyers and prevent long-pending transfer cases.
Under the updated procedure, the buyer must submit a written application along with proof of purchase, such as a sale agreement.
The buyer is also required to publish an advertisement in a national newspaper and provide an indemnity bond or sworn affidavit.
The process further includes biometric verification of the buyer through NADRA within 15 days, complete physical verification of the vehicle, and submission of original documents along with photographs.

In addition, two official notices to the recorded owner as part of the verification process.
Once all required steps are completed and verified, the vehicle ownership will be transferred with the approval of the relevant director.
The notification was issued on December 19, 2025, by the Excise, Taxation and Narcotics Control Department, Government of Sindh.
Citizens have been advised to contact their nearest Motor Registration Authority (MRA) for detailed guidance and assistance regarding the new procedure.
