PTA survey reveals poor performance by majority of broadband operators in Pakistan

The Pakistan Telecommunication Authority (PTA) conducted a Quality of Service (QoS) survey in the second quarter of 2025. It assessed 45 fixed-line broadband operators across 22 major cities of Pakistan.

The survey followed the Fixed-Line Broadband Regulations, 2022, and measured each operator’s performance against specific Key Performance Indicators (KPIs).

Most broadband service providers failed to meet the critical KPI of bandwidth utilization. High bandwidth usage during peak hours caused significant slowdowns in download and upload speeds, directly affecting user experience and overall service quality. This revealed a major gap in network optimization and capacity planning.

To address the issue, PTA issued formal notifications to non-compliant operators. Each provider received a detailed report identifying performance shortcomings. These reports set a baseline to guide corrective actions.

PTA urged the operators to optimize their bandwidth allocation, upgrade network infrastructure, and refine traffic management strategies to meet service standards.

The QoS surveys aim to evaluate how well broadband services perform in terms of speed, connection stability, and customer support. They help determine whether operators meet both regulatory requirements and customer expectations. Fixed broadband plays a vital role in communication and economic activity, making quality service essential to national digital development.

The 2022 regulations define key benchmarks that operators must follow, including network uptime, data throughput, latency, jitter, packet loss, and customer service responsiveness.

PTA’s initiative is focused on enforcing these standards to improve transparency, boost service reliability, and ensure high-quality internet access across the country.
