90 days not enough for election prep: ECP

The Election Commission of Pakistan (ECP) has unveiled its strategy for conducting the forthcoming general election, factoring in the complexity of the process and the extensive groundwork required. The decision to base the election on the Census 2023 data underscores the significance of accurate demographic information in shaping a fair electoral landscape.

However, the ECP, while committed to timely elections, has acknowledged the challenge of completing all necessary preparations within the conventional 90-day window. This pragmatic assessment has led the ECP to meticulously extend the preparatory timeline to ensure a comprehensive and thorough electoral process.

As per the plan, the ECP is poised to carry out the crucial delimitation process, a pivotal step in achieving equitable representation. The first publication of delimitation details is slated for October 9, followed by the final publication on December 14.

Recognizing the intricate nature of delimitation, the ECP has decided to engage closely with the provincial governments and the Pakistan Bureau of Statistics (PBS) to ensure accurate and inclusive results.

The preparatory measures for the election will conclude by August 31, setting the stage for the core delimitation activities scheduled from September 8 to October 7. This extended timeline, spanning four months, reflects the ECP’s meticulous approach to election preparation.

In line with its commitment to transparency and stakeholder engagement, the ECP will constitute delimitation committees on August 21. Moreover, it has allowed stakeholders to submit complaints or concerns regarding delimitation from October 10 to November 8, further ensuring a fair and open process.

The Election Commission’s focus on ensuring a level playing field is evident in its instructions to caretaker governments. The ECP has directed caretaker governments, both at the national and provincial levels, to facilitate an environment that supports all candidates and political parties, safeguarding their rights.

To uphold the integrity of the electoral process, the ECP has invoked Section 230 of the Elections Act of 2017, curbing the transfer or posting of public officials without prior approval from the ECP. This measure seeks to prevent any undue influence or partisan appointments during this critical period.

In sum, the Election Commission’s strategic approach, acknowledging the need for an extended timeline, reflects its unwavering commitment to upholding democratic values while ensuring a transparent and representative electoral process.
