The Sindh Assembly on Monday passed the Sindh Local Government Amendment Bill 2026 amid strong opposition by lawmakers, with the legislation allowing mayor to exercise administrator powers after the council’s term ends.

Sindh Home Minister Zia Lanjar presented the bill in the provincial assembly. Opposition members protested during the proceedings and gathered in front of the speaker’s dais. They also tore copies of the proposed legislation.

The report of the special committee on the Local Government Amendment Bill 2026 was presented before the house before the bill was approved.

Under the amended law, the outgoing mayor will perform the functions of an administrator after the council’s term expires until the newly elected mayor takes charge.

The bill also states that outgoing elected representatives will continue to work as administrators until the newly elected mayor assumes office.

According to the bill, the deputy mayor will be appointed as the convener of the council and will preside over its meetings.

The legislation also gives Union Council chairmen a role in identifying illegal construction. They will be required to report such constructions to the Sindh Building Control Authority (SBCA).

The amendment further introduces a conciliation forum to address local government-related matters. The bill makes it mandatory for the forum to be established within 90 days.

The passage of the bill came despite the opposition’s strong protest inside the assembly.
