According to the complaint submitted to the commission, Dr Summaiya alleged that Dr Osama leaked edited portions of their private conversation, which she said had damaged her reputation.
She further claimed that Dr Osama appeared before the commission three times but did not submit the complete recording of their conversation.
According to the police surgeon, excerpts from the conversation were subsequently shared with certain media channels and digital platforms.
Police Surgeon Raises Concerns Over Audio
Dr Summaiya told the commission that presenting selected portions of a private conversation without the full context could lead to misunderstanding and divert attention from the main issues under investigation.
She said she was willing to submit the complete recording of her conversation with Dr Osama, subject to permission from the judicial commission.
According to her, reviewing the full recording would help the commission assess the conversation in its complete context and avoid possible misinterpretation.
Dispute Over Post-Mortem Reports
Dr Summaiya also raised concerns about Dr Osama’s position regarding the post-mortem reports.
She alleged that Dr Osama had initially accepted the interim post-mortem report but was subsequently unwilling to recognise the final report.
The police surgeon maintained that once a multi-member medical board conducts a post-mortem examination, the final report should take precedence over an earlier interim report.
She also alleged that Dr Osama’s conclusions regarding the gunshot wounds did not adequately reflect the scientific evidence.
These claims were presented by Dr Summaiya in her complaint to the judicial commission and remain part of the ongoing inquiry.
Audio Recording Circulated Earlier
The complaint comes after local media reported an audio recording of a conversation between Police Surgeon Dr Summaiya and MLO Dr Osama in connection with the Mir Raza Ali case.
In the recording, Dr Summaiya is allegedly heard discussing the preparation and release of the post-mortem report with Dr Osama.
According to the report, she allegedly told Dr Osama that the report would be issued in his name rather than hers and that it would be released after he received it.
She is also allegedly heard discussing the preparation of the report jointly and its subsequent release.
Another portion of the reported audio allegedly contains a reference to sharing the report with lawyer Jibran Nasir.
The contents and context of the recording are disputed, with Dr Summaiya now asking the judicial commission to consider the complete conversation rather than selected excerpts.
Commission to Examine Competing Claims
The complaint adds another layer to the ongoing investigation into the death of Mir Raza Ali.
The judicial commission is examining evidence and statements from individuals connected to the case, while the dispute between the medical officials centres on the post-mortem reports and the interpretation of evidence relating to the gunshot wounds.
The commission will determine how the complaint, audio recording and competing claims should be considered as part of its proceedings.
