The Higher Education Commission (HEC) has issued a public advisory cautioning Pakistani students who plan to pursue higher education abroad, urging them to carefully verify the approved mode of study before enrolling in foreign degree programs.

According to the advisory, degrees that are officially registered as on-campus or conventional programs but are completed entirely through online or blended learning methods may not be recognized by HEC after Spring 2026.

The commission stated that recognition will only be granted if such study arrangements have been formally approved by the relevant regulatory authority in the country where the institution is located.

The latest warning comes as increasing numbers of Pakistani students seek international qualifications through flexible online and hybrid learning options offered by foreign universities.

HEC emphasized that students must ensure their chosen programs comply with both the institution’s regulations and the requirements of the country’s accreditation authorities.

Students have also been instructed to ensure that any mandatory physical residency requirements are fulfilled in accordance with the rules applicable to the degree program.

HEC clarified that the advisory applies not only to students planning to study abroad in the future but also to those who are currently enrolled in foreign universities. The commission warned that failure to verify program details could result in difficulties when seeking degree recognition or equivalence in Pakistan.

Officials stressed that students should communicate directly with their universities and obtain written confirmation regarding the approved delivery mode of their programs.

HEC further noted that applications for degree equivalence will continue to be evaluated individually through its online equivalence system.

Education experts say the advisory serves as an important reminder for students to conduct thorough research before enrolling in overseas programs, particularly as international education providers increasingly expand online learning opportunities.

They advise students to retain all official documentation related to program accreditation, mode of study, and residency requirements.
