The Government of Pakistan has introduced a new financing facility under the Prime Minister’s Youth Programme to support citizens planning to work abroad by offering interest-free loans for essential expenses.

The initiative, launched as a new Tier-4 category under the Prime Minister’s Youth Business and Agriculture Loan Scheme, aims to facilitate prospective overseas workers by covering training, visa, travel, and settlement costs.

Officials said the move is designed to reduce financial barriers for Pakistanis seeking employment opportunities abroad and to boost foreign remittances.

Eligibility Criteria

  • Be a Pakistani citizen holding a valid CNIC
  • Be aged between 21 and 45 years
  • Hold a valid job offer or employment letter abroad, or be recruited through an Overseas Employment Promoter (OEP)
  • Ensure the job offer is authenticated by the relevant Pakistan Mission abroad / Community Welfare Attaché (CWA), OEP, and Protector Office
  • Provide complete details of overseas training, job, travel, and related expenses to justify loan usage

Loan structure and benefits

Under the scheme, eligible individuals can obtain financing of up to Rs1 million with a repayment period of up to five years.

The loans are being offered at a 0 percent markup rate, making them fully interest-free, with a debt-to-equity ratio set at 80:20.

Borrowers will also have the flexibility to repay the loan early or make partial payments after six months, subject to certain conditions.

Officials confirmed that no insurance requirement has been imposed under this financing category, further easing access for applicants.

  • Valid job offer/appointment letter

    • Pakistan Mission abroad / Community Welfare Attaché (CWA)
    • Overseas Employment Promoter (OEP)
    • Protector Office
  • Details of overseas training, travel, visa, and settlement expenses
  • Company details (address, email, phone, website of employer abroad)
  • Protector registration number and date (if applicable)
