The College Education Department initiative honors Bhutto family alumni. Preference is for STEM discipline applicants.
Number of Scholarships
- Six fully-funded scholarships are available for the 2026-27 academic year.
- Three are reserved for female candidates under the Shaheed Benazir Bhutto Initiative.
- Three are open to all on merit under the Shaheed Zulfiqar Ali Bhutto name.

Eligibility Criteria & Required Documents
- Applicant must hold a valid CNIC
- Sindh Domicile
- Permanent Residence Certificate (Form-D).
The applicant need to required academic qualifications for your chosen Master’s, MPhil, or PhD program at Oxford.
The applicant must secure an unconditional offer from the University of Oxford for 2026-27 and not hold any other scholarship.
How to Apply
Interested candidates must submit their applications for the Bhutto Graduate Scholarships by the closing date, expected in April 2026. Applications must include the following:

- Apply online at the official portal: oxpakprogramme.org/bhutto-graduate-scholarships
- Secured admission to a graduate degree program at the University of Oxford
- A completed online application through the official OPP website, which will go live in mid-March
- Proof of residency in Sindh, including a CNIC and PRC
- Proof of academic achievement, including an undergraduate degree and an offer of admission to a graduate program at Oxford
- Supporting documents, which may include a personal statement outlining the applicant’s academic goals and aspirations
- Ensure your application is complete, as incomplete forms will not be considered
