Karachi residents face delays as construction on the Green Line Phase-II corridor between Guru Mandir and Municipal Park has been stopped over a dispute between KMC and PIDCL regarding clearance documents.
According to media reports, Karachi Mayor Murtaza Wahab suspended the Rs30 billion project, accusing Pakistan Infrastructure Development Company Limited (PIDCL) of breaching procedure by starting work without a valid No Objection Certificate (NOC) from municipal authorities.
PIDCL rejected the allegation, stating that a NOC had already been secured and criticized that the work had been stopped on verbal orders, stressing that stopping a federally funded scheme without written notice would undermine urban progress.

They cited a document dated October 12, 2017, signed by KMC’s Superintendent Engineer, as proof of clearance.
PIDCL argued that any reservations should have been addressed formally through official correspondence, not sudden stoppages.
KMC, however, maintains that no valid NOC exists for Karachi Green Line Phase II.
Officials said the suspension followed clear directives from Mayor Wahab after concerns over procedural lapses in launching construction on the corridor project.
The dispute has escalated, prompting plans for a meeting between Wahab and senior PIDCL executives, including CEO Waseem Bajwa and General Manager Shafi Chhachhar, to seek an amicable resolution and resume work.
Meanwhile, the project’s contractor has withdrawn staff and equipment, freezing construction indefinitely.
