Sindh to launch CNIC-based vehicle registration system

The Sindh government has approved a new CNIC-based vehicle registration system, which will allow owners to keep their number plates after selling a car, starting a modern way to track vehicles.

The Excise Department presented the plan to the Sindh cabinet, which agreed to adopt the system. It links vehicle number plates to the owner’s Computerised National Identity Card (CNIC), not the car’s chassis number.

According to the Chief Minister’s House, once this system is active, personalised registration marks (PRMs) will stay with the owner. These can be reused, returned, or even auctioned if not claimed. This change will also connect the record with NADRA, making it easier to track vehicle owners.

The model will also support real-time tracing of vehicles and follow international standards. The move supports the Safe City Project that started in 2018. It includes new Ajrak-themed plates with security features like 3D holograms and barcodes.

Chief Minister Murad Ali Shah told the Excise Department to build and test the system first. Full implementation will follow only after trial and legal changes. He said this model matches systems used in Islamabad and around the world.

The new system aims to boost safety and traceability. It also simplifies the process for vehicle owners by letting them keep their PRMs even after a sale.

Meanwhile, the Sindh government is also forming new rules for seized vehicles. Under the plan, only federal and provincial authorities can register cars with tampered chassis. These vehicles will get special plates and must be verified before being cleared.

The proposal for this seized vehicle system has been sent to the provincial cabinet. A committee led by the Excise Minister will finalize the details soon.
