The country now allows certain foreign experts to work without a formal permit, marking a significant shift from previous strict requirements.

Under the new policy, highly qualified professionals in both public and private sectors can work in Azerbaijan without a permit, provided their roles match their area of expertise.

This exemption is granted through a transparent points-based system that evaluates educational background, certifications, and work experience.

To qualify, applicants must present verified documents proving their credentials. While the work permit is no longer needed for these professionals, obtaining a residence permit remains mandatory.

The government plans to launch a digital portal to streamline applications and reduce processing time, which currently ranges from 20 to 30 working days.

Once approved, foreign professionals receive a five-year exemption status, renewable upon expiration. This long-term security appeals especially to workers in IT, healthcare, engineering, and academia.

The reform aligns with Azerbaijan’s economic strategy to drive innovation and encourage global collaboration.

Foreign job seekers are advised to ensure their documents are translated and updated, and to monitor the Ministry of Labour’s website for digital portal updates.

This development not only simplifies bureaucracy but also highlights Azerbaijan’s commitment to economic modernization through skilled migration.
