Karachi lawyers oppose PECA amendments, canal projects

Lawyers reject amendment

Lawyers across Pakistan gathered at the Karachi Bar Association (KBA) convention to reject anti-constitutional policies, PECA amendments, and canal projects.

The convention adopted a resolution opposing federal decisions that undermine judicial independence, federalism, and the democratic rights of provinces like Sindh.

The resolution categorically rejected the Cholistan canal, Thal canal phase-II, and six other projects, calling them unconstitutional and in breach of Articles 153 and 154.

Lawyers said these water projects were initiated without Sindh’s consent, calling it an act of exploitation and water theft in a colonial manner.

The gathering also strongly opposed the Green Pakistan and corporate farming schemes, stating that leasing thousands of acres of land to corporations harms local farmers.

They demanded the cancellation of all such leases and called for real agrarian reform to benefit landless peasants rather than private enterprises.

A major point of contention was the 26th Constitutional Amendment, condemned for undermining judicial authority, federalism, and lacking consultation with the legal community.

The lawyers resolved to demand its immediate repeal, calling it a tool to centralize power and suppress voices of dissent.

Draconian changes to the Prevention of Electronic Crimes Act (PECA) 2025 were also rejected as attempts to curb media freedom and stifle public expression.

The convention stressed that any act limiting free speech and media independence contradicts democratic values and constitutional rights.

Lawyers demanded a new water-sharing agreement based on the 1945 water treaty and international law, insisting on Sindh’s consent for any dam or canal.

They stressed the need for a guaranteed minimum downstream flow of 10 MAF at Kotri to protect the Indus Delta and ecological balance.

The Sindh government was also criticized for supporting federal canal and farming plans. Lawyers urged it to withdraw support in parliament immediately.

A nationwide legal and public movement was announced, led by KBA, to uphold constitutional supremacy and protect provincial autonomy.

They urged political parties, especially PPP, to oppose canal projects or withdraw from government, reinforcing the legal fraternity’s commitment to justice.
