The Prime Minister’s Youth Business and Agriculture Loan Scheme (PMYB&ALS) has been launched to encourage entrepreneurship among young Pakistanis by providing access to business financing on simplified terms.

Under the programme, loans are offered through 15 commercial, Islamic, and SME banks, making financing more accessible to aspiring entrepreneurs across the country.

By offering reduced markup rates and flexible financing options, the government seeks to empower youth to establish and expand their businesses.

The initiative is seen as part of broader efforts to strengthen economic inclusion and support sustainable job creation.

Eligibility for PM’s Youth Loan Scheme:

Under the scheme, eligible applicants include Pakistani residents aged between 21 and 45 years with entrepreneurial potential.

For IT and e-commerce related businesses, the minimum age limit is 18 years. Applications are accepted online only via the official PM Youth Programme portal.

However, applicants are advised to carefully review all provided information before applying to ensure their application is complete and meets the required criteria for acceptance.

Loan Tiers and Financing Structure

The scheme offers financing under three tiers:

  • Tier 1: Up to PKR 0.5 million with 0% markup
  • Tier 2: Above PKR 0.5 million to PKR 1.5 million with 5% markup
  • Tier 3: Above PKR 1.5 million to PKR 7.5 million with 7% markup

How to Apply

Applicants are required to submit their applications through the online portal. The process is easy and typically takes 15 minutes, depending on the availability of required information.

Applicants may complete the form in one session or save it as a draft for later submission.

Once submitted, applicants receive a registration number via the portal and SMS. They are also notified through SMS at each stage of the application process, and can track their status online.

Required Documents

Applicants must prepare scanned copies or clear images of the following documents before applying:

  1. Passport-size photograph
  2. CNIC (front and back)
  3. Latest educational certificates (Matric to PhD, if applicable)
  4. Experience certificates (if applicable)
  5. Chamber or trade body registration/license (if applicable)
  6. Recommendation letter from relevant chamber/trade body (mandatory for existing businesses)
  7. National Tax Number (NTN), if available
  8. Electricity bill consumer ID (residential address)
  9. Electricity bill consumer ID (business address, if applicable)
  10. Vehicle registration details (if applicable)
  11. Details of two non-blood-related references
  12. Estimated or actual monthly business income and expenses

Applicants are encouraged to upload additional supporting documents such as financial statements, feasibility reports, and bank statements for the past six months to strengthen their application.

Important Guidelines

Applicants are required to register using a mobile number in their own name, as this number will be used for all official communication regarding the loan.

The application must be submitted exclusively online, and upon successful submission, a valid registration number will be issued to the applicant for tracking and reference purposes.

Important Note for Tier 1 Loan Applicants

Applicants should note that Tier 1 financing is implemented through specific partner organizations depending on region:

  • National Rural Support Programme (NRSP): Tehsil Turbat, District Kech (Balochistan)
  • Tameer Microfinance Foundation: Sindh
  • Damen Support Programme: Punjab

Reapplication Advisory

According to the programme disclaimer, applications submitted in the previous phase of the loan scheme were not processed due to policy review aimed at improving the system.
