The first meeting of the judicial commission investigating the Gul Plaza fire is currently underway in Karachi to discuss the terms of reference (TORs), as reported by local media.
The devastating fire broke out on the night of Saturday, January 17, 2026, at Gul Plaza on M.A. Jinnah Road. The blaze engulfed the commercial building, trapping dozens of people inside.
The fire raged for more than 32 hours before being brought under control, highlighting gaps in Karachi’s emergency response system.

According to media reports, the meeting is being held in Justice Agha Faisal’s chamber, with the participation of the Karachi Commissioner, Secretary of Law, and Secretary of Interior.
Justice Faisal has been appointed as the head of the inquiry commission tasked with probing the incident, the Sindh Home Minister Zia-ul-Hassan Lanjar said.

The commission will investigate the construction approvals of Gul Plaza, the legal status of the lease, and potential violations in the building plan, particularly the obstacles in emergency exits.
The inquiry will also examine discrepancies in firefighting arrangements, the fire safety audit, and the speed and effectiveness of the rescue operation during the blaze.

“The commission will thoroughly inspect the building’s compliance with safety regulations and determine the exact cause of the fire,” the Home Minister said, adding that the inquiry will ensure accountability and recommend measures to prevent such tragedies in the future.
The Gul Plaza fire has drawn significant public attention due to the high risk posed to occupants and the broader safety concerns for commercial buildings in Karachi.
The inquiry commission aims to provide a detailed report with actionable recommendations for the provincial government.
