The Benazir Income Support Program (BISP) has explained the complete process for eligible families to receive a free mobile SIM under its newly introduced Social Protection Vault initiative.
According to an official statement issued by BISP, the free SIM facility has been launched to provide greater convenience, transparency, and secure communication for deserving families registered under the program.
The initiative aims to ensure that beneficiaries receive official messages and payments without delays or third-party interference.

BISP stated that beneficiaries must visit their nearest BISP office or designated campsite with their original national identity card and a mobile phone.
Upon arrival, applicants will first go to the screening counter, where their eligibility will be verified.
If found eligible, beneficiaries will be issued a token and directed to the SIM issuance counter. At the counter, biometric verification will be conducted before a free SIM is issued.
A telecom representative will insert the SIM into the beneficiary’s mobile phone and activate it on the spot.
BISP clarified that the issued SIM number will be saved in the official database to ensure accurate records and uninterrupted service.
BISP announce date to launch digital payment system
Beneficiaries have been strictly instructed not to hand over the SIM to anyone and to keep it active at all times. All official messages from 8171, including payment alerts and program updates, will be sent only to this SIM.
Social Protection Wallet
Meanwhile, BISP has also introduced a new digital payment system called the Social Protection Wallet, designed to make financial assistance more transparent and efficient.
Chairperson BISP, Senator Rubina Khalid, said the Social Protection Wallet has been launched to simplify payments for registered citizens, especially women. She confirmed that the distribution of free SIM cards has already started among registered women beneficiaries.

Under this system, women must visit BISP offices or camps with their original CNIC and mobile phone. After biometric verification, a free SIM will be provided, through which their Social Protection Wallet will be activated.
Senator Rubina Khalid emphasized that beneficiaries should not pay anyone to obtain the SIM, as it is completely free. She warned against contacting unauthorized persons or institutions, stating that only BISP can create and manage Social Protection Wallets.
She added that in the future, all BISP payments will be transferred through the Social Protection Wallet, and payment-related messages will also be received on the same SIM.
