Commissioner Syed Hassan Naqvi recently issued new Standard Operating Procedures (SOPs) to regulate roadside hotels and tea shops in Karachi.
In its latest directives, the Commissioner Karachi issued new directives to the hotels under his jurisdiction in order to maintain smooth pedestrian and traffic flow.

The aim is for hotels and tea houses to operate according to these SOPs in terms of location, operations, and smooth pedestrian traffic flow.
The SOPs divide roads into three classes and strictly prohibit any construction enclosing more than 100 feet from any street, ensuring that hotels or tea houses don’t interfere with public spaces or traffic flow.
Under the new rules, an authorized representative, traffic police confirmation, and town officer recommendations will cooperate to identify suitable locations for hotels and tea houses across the city.
The relevant Deputy Commissioner (DC) will issue No Objection Certificates (NOCs) for these hotels, ensuring they do not obstruct footpaths, disrupt traffic flows, or compromise pedestrian safety in any way.

Hotel and tea house owners must submit affidavits affirming compliance with SOPs. A committee chaired by an Additional Commissioner will then review and approve any requests to de-seal.
Hotels Association and individual owners have pledged their full cooperation with Karachi’s administration to implement these Standard Operating Procedures fully and ensure the lawful operation of their businesses.
