In a major development for the betterment of the city, Karachi Metropolitan Corporation (KMC) has announced plans to develop new public parks across Karachi.
As per the official announcement, the KMC, following the directives of Mayor Karachi Murtaza Wahab, has issued tender notices, with development work on the parks expected to begin soon.
Meanwhile, the initiative will move forward once the necessary approvals are finalized from the authorities.
The initiative aims to enhance green spaces and recreational facilities in urban areas, offering citizens cleaner and healthier environments.
According to the municipality, the parks will be developed beside prominent roads and locations, with the project initially beginning at Kidney Hill Park and Gutter Baghicha near Pak colony.

However, more sites are expected to be added in the future phases.

KMC has officially invited tenders for two significant recreational development projects, marking a substantial investment in the city’s public infrastructure.
The procurement will be conducted via the E-Procurement Advertising & Display System (EPADS) using the Single Stage – Two Envelope Procedure, in strict compliance with Sindh Public Procurement Regulatory Authority (SPPRA) guidelines.
- The first project, valued at an estimated Rs 199,999,745, involves the construction of a Bird Aviary at Kidney Hill Park (ADP # 2003/2025-26).
- The second, with an estimated cost of Rs. 147,399,940, is for the development of a Public Park and Ground at Gutter Baghicha (ADP # 2005/2025-26).
Prospective bidders are required to submit a non-refundable tender cost of Rs. 5,000 for each project. The bid security has been set at 5% of the bid amount for both schemes.
Eligibility, Mandatory Requirements
The KMC has outlined stringent eligibility criteria. Bidders must possess a valid PEC license in Category C-4 or above with specific fields of specialization, including codes CE01, CE09, CE10, and EE06.
Key mandatory requirements include:
Submission of rates in both words and figures.
Bids must be signed and stamped with the company’s official seal.
Bid security, or earnest money, must be drawn from the company’s own bank account.
A critical requirement is the dual submission of the bid security pay order: it must be uploaded digitally on the EPADS SPPRA Sindh website and submitted physically at the office of the Chairman Procurement Committee in Muslimabad before the bid opening.
Submission of an Integrity Pact on a Rs. 100 stamp paper.
Proof of being an active taxpayer on the FBR’s list, along with a copy of a valid CNIC and NTN certificate.
Interested and qualified contractors are advised to adhere strictly to the outlined e-bidding procedure and submission deadlines.
