Time Out’s annual survey of the world’s best cities for 2025 considered opinions from both experts and local residents, ranking cities based on quality of life, food prices, culture, and more.
The survey included over 18,000 participants, and here are the top 10 cities that made the cut:
10. Copenhagen, Denmark
Copenhagen is celebrated for its culture and the pace of life that prioritizes good food, community care, and mutual respect. While it was named the best city to live in by The Economist Intelligence Unit, it holds the 10th spot here. Tourists who demonstrate good behavior are even rewarded.
09. Shanghai, China
Shanghai, known as China’s industrial hub, ranks 9th. It blends a vibrant culture with modernity, offering beautiful gardens, cleanliness, and respect among its residents. The city’s air and noise pollution have reduced significantly, thanks to the rise of electric vehicles.
08. Porto, Portugal
This picturesque city in Portugal ranks 8th on the list, admired for its stunning views, excellent cuisine, and vibrant hotel scene. In March, it was named Europe’s best beach city by the World Travel Awards, further cementing its charm.

Mexico City secures the 7th spot, drawing people with its affordable lifestyle, cultural significance, and exceptional cuisine. Its warm climate and lively atmosphere make it an ideal destination for both locals and tourists.
