Karachi Introduces digital fine payment system for violators

Karachi has launched a digital fine payment system for violators of price control rules, allowing penalties to be paid through 1-Link invoices using mobile banking, Easypaisa, and JazzCash.

The move simplifies the process for citizens and helps the Sindh government monitor and verify fine collections in real time, improving transparency and accountability in enforcement.

This initiative comes under the Sindh Essential Commodities Price Control and Prevention of Profiteering and Hoarding Act, 2005. Sindh is the first province to integrate fine collection with 1-Link.

Cash collection of fines was already halted in Karachi, but magistrates had difficulty recovering payments – especially from small vendors and shopkeepers who often evaded them.

The new system makes it easier to collect fines through digital channels, removing the need for cash handling and reducing the chances of payment evasion among street vendors.

To mark this digital shift, a meeting was held at the Commissioner’s Office Karachi under the chairmanship of Commissioner Syed Hassan Naqvi, where the senior officials from 1-Link and the Finance Department were also present.

Participants included Najeeb Agrawalla (CEO), Azim Ullah Khan (CEO), Syed Salman Hassan (Secretary & Chief Strategy Officer), and Umair Shahid (Business Head) of 1-Link.

Kashif, Head of the Debt Unit from the Finance Department, also attended, along with Additional Commissioner Ghulam Mehdi Shah and Assistant Commissioner (Headquarters) Rabia Syed.

Commissioner Naqvi appreciated the collaboration and highlighted the system’s role in making the fine collection process more accessible, accountable, and traceable through digital payments. Officials expect this digital integration to become a model for other cities seeking tech-driven reforms in fine recovery and price control enforcement.
