How to apply for UAE work permit from abroad

The United Arab Emirates (UAE) has introduced a digital process for securing a UAE work permit for foreign workers, helping companies hire faster and more efficiently.

Employers can now apply online using their UAE Pass through the official Ministry of Human Resources and Emiratisation (MoHRE) portals. Applications may be instantly approved if all documents are submitted correctly.

The system applies to both skilled and unskilled foreign workers. Incomplete applications are flagged, and employers are asked to update missing details promptly.

MoHRE Explains Skilled vs Unskilled Worker Categories

Skilled workers need verified educational certificates, which must be approved by the Ministry of Higher Education. The process takes nearly two weeks to complete.

A medical test is required after the worker’s arrival. A skilled worker must earn AED 4,000 per month and present recognised educational qualifications.

Required Documents for Work Permit Submission

The employer must submit a clear passport photo, passport copy (valid for six months), and a signed job offer issued through MoHRE.

Skilled workers also need verified degrees or diplomas. Some roles also require a professional licence from a specific authority, such as health or law.

Workers from Pakistan, Afghanistan, Iraq, and Iran must also submit their national ID card. This is part of the UAE’s identity verification process.

Job Categories Divided by Education Level

MoHRE uses levels to sort roles:

  • Levels 1–2 require a university degree
  • Levels 3–4 a diploma
  • Level 5 a high school certificate.
  • Levels 6–9: No educational certificate required

Step-by-Step Guide for Applying Online

Employers log in with UAE Pass, submit the work permit request, and upload required documents. MoHRE will then begin reviewing the application digitally.

If approved, the employer pays the required fees and submits the signed job offer. If not, missing documents must be added for final review.

Once the worker enters the UAE and clears the health monitoring, MoHRE issues a final labour contract to the applicant.

Eligibility Conditions:

  • The hiring company must have an active trade licence and no legal issues.
  • Workers must be 18 or older and free of other permits.

  • Employers can replace a permit twice within six months.
  • Job title and gender must remain the same, though nationality can change.

Before replacement, the original permit must be cancelled with the UAE’s Federal Identity and Citizenship Authority for legal clearance.
