Karachi continues to face major issues with the newly introduced e-challan system as only 69 traffic lights remain functional throughout the city.
DIG Traffic Muhammad Shah stated that Karachi currently has 89 traffic signal systems installed at crucial junctions; however, only 69 of them are operational.
The remaining ones have been rendered inactive because of long-term neglect and insufficient maintenance.

Officials stated that this lack of functionality is unacceptable in cities such as Karachi, which has a significant population and volume of traffic.
The officials also cautioned that malfunctioning signals create congestion, slow commuters, and hinder the effectiveness of enforcement across the city.

Comparing Karachi with other major cities in the region, DIG Traffic highlighted that India’s Mumbai has 569 traffic lights equipped with LEDs working correctly, whereas New Delhi operates around 2,160 traffic signals that manage its vast roads daily.
He added that Karachi requires at least 400 modern traffic signals for the e-challan system to run efficiently. As per estimates, the upgraded signals will require an investment of close to Rs 1.2 billion under a large-scale modernization plan.

DIG Shah stated that these malfunctioning signals affect the electronic challan system in Karachi, which relies on precise vehicle detection as well as automated monitoring; however, the inactive signals can hinder accurate data capture, which can lead to mistakes or missed violations.
