Dubai has approved an array of new development policies designed to enhance the quality of life, strengthen public services, and create over 15,000 jobs under its long-term urban vision.

Announcement was made at the UAE Annual Government Meetings 2025, during which Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum presided over sessions of Dubai’s Executive Council.

Officials confirmed several strategic plans had been approved, such as the Public Parks and Greenery Strategy, Aviation Talent 33 program, affordable school expansion planning, sports development strategies planning, and new financial restructuring policies.

Dubai will implement an ambitious parks and greenery strategy, undertaking more than 800 new projects involving over 300 new parks as well as upgrades to 322 existing facilities across different neighborhoods within its emirate.

Authorities believe the initiative will triple the total number of trees planted, expand green areas by 187 sq km, and use recycled water exclusively for landscape irrigation in future years.

By 2040, this project intends to ensure that over 80 percent of Dubai residents live within five minutes walking distance from a public park – further supporting health and environmental goals.

At this meeting, Aviation Talent 33 was approved, which will further solidify Dubai as an aviation hub through creating new employment and training opportunities.

This initiative will create over 15,000 aviation jobs, offer over 4,000 training placements and establish over 30 partnerships with national and international stakeholders to bolster the aviation workforce.

Officials noted that this program fits with Dubai’s ambition to double its economy and employ 65,000 Emiratis over time through private-sector employment.

A new education policy will support the opening of 60 affordable schools by 2033, adding approximately 120,000 seats across Dubai, with incentives available to private investors.

A Sports Sector Strategic Plan 2033 was also approved, outlining 19 programs and 75 initiatives covering 17 sports to position Dubai among the world’s premier global sporting destinations.

Dubai announced the creation of a Financial Restructuring and Insolvency Court to improve bankruptcy handling, safeguard creditor rights, and boost investor confidence.

Dubai will also enhance early disease detection services for Emiratis by increasing screening capacity and decreasing waiting times to seven days, as well as improving vaccination coverage rates and patient satisfaction levels.

Officials believe the set of policies provides a roadmap for creating a healthier, more prosperous, and competitive city over the next 10 years.
