Karachi has officially shifted to an e-challan system, removing traffic police checkpoints and restricting manual challan issuance as of October 01, 2025.
According to media reports, traffic police officers were barred from issuing challans from October 1, following the official rollout of the electronic system across the city.
Inspector General (IG) Sindh confirmed that citizens driving without a license will be penalized with heavy fines.
DIG Traffic, on IG Sindh’s directive, ordered the removal of all traffic checkpoints in Karachi. Challan machines were also collected from traffic sections as enforcement became fully digital.

Traffic officers have been stopped from lifting motorcycles. They are now authorized only to remove vehicles that block or disrupt traffic flow, while their primary duty is ensuring smooth mobility.
IG Sindh Ghulam Nabi Memon announced strict penalties for driving without licenses. Motorcyclists will face a fine of Rs 20,000, car drivers Rs 30,000, and heavy vehicle operators up to Rs 50,000.
Memon said he initially proposed Rs 100,000 as a penalty for license violations, but the Sindh government barred such a heavy amount, calling it too burdensome for citizens.
The IG highlighted that improving the driving license system is crucial for reforming Karachi’s traffic issues. He said stronger enforcement will help discipline drivers and enhance public safety.
