In a significant move to support individuals with physical disabilities, the government of Pakistan has introduced a special scheme that allows the duty-free import of brand-new cars for personal use.
Under this initiative, eligible individuals can import vehicles with an engine capacity of up to 1350cc without paying customs duty.
According to the Federal Board of Revenue (FBR) and the Ministry of Commerce, disabled citizens in Pakistan are allowed to import a brand-new vehicle under the Disabled Persons Scheme; however, the scheme specifically excludes individuals with old age-related conditions or mental disabilities.
To qualify, an applicant must appear before a medical committee.
The panel includes the Health Department Secretary, two orthopedic surgeons from a government hospital, and a representative of the Provincial Social Welfare Department.
After review, the committee forwards its recommendation to the Ministry of Commerce for approval. Once approved, Pakistan Customs clears the car for delivery.

The scheme allows a duty-free import once every five years with applicants must hold a valid driving license and show a verified monthly income between Rs20,000 and Rs100,000.
They should not have imported a duty-free car or purchased a vehicle at concessional rates in the last five years. Also, applications rejected in the past two years cannot be reconsidered.
Applicants must submit documents such as a disabled person’s NIC, medical certificates with X-rays, National Tax Number (NTN) certification, and income tax returns.
Meanwhile, overseas Pakistanis remain eligible to import used cars only. They can do so under three schemes, personal baggage, gift scheme, and transfer of residence. Import duties range from $4,800 to $27,940, depending on the vehicle.
Officials believe the new initiative will provide better mobility options for physically challenged citizens and improve their independence.
