KWSC seeks power to seize properties involved in water theft

KWSC water theft authority

The Karachi Water & Sewerage Corporation (KWSC) is planning to seek legal powers to seize properties involved in illegal connections under a move titled KWSC water theft authority.

The proposal was discussed during a recent KWSC board meeting chaired by Mayor Murtaza Wahab, who is also the board’s chairman. The session focused on water theft and Karachi’s long-term water strategy.

Key officials including Karachi Commissioner Syed Hassan Naqvi and senior engineers, strategists, and KWSC’s CEO and COO attended the meeting held to review Master Plan 2050.

The master plan is designed to improve Karachi’s water and sewerage services over the next 25 years, especially to meet demands of the city’s fast-growing population.

Mayor Wahab emphasized that sustainable systems are urgent, and warned that delay would worsen the already critical water crisis affecting citizens across all districts.

Addressing water theft, the board agreed to submit a formal request to the Sindh government for a legal amendment. This would allow KWSC to confiscate properties stealing water.

The move is intended to discourage widespread illegal connections, which continue to burden Karachi’s struggling water supply network and reduce pressure in legal lines.

In another key decision, the board approved major leadership appointments to strengthen KWSC operations and internal systems for better delivery and accountability.

Muhammad Ammar Khan was named Chief Financial Officer, Jamshed Raza as Chief HR Officer, Naveed Afzal as Chief Strategy Officer, and Saadat Anwar as Chief IT Officer.

The KWSC water theft authority plan and appointments are expected to take effect soon, marking a more aggressive response to Karachi’s deepening water management problems.
