Sindh govt bans forced collection of sacrificial animal hides on Eidul-Adha

The Sindh government has taken a significant step to protect the rights and well-being of the community during the upcoming Eid-ul-Adha celebrations. In a recent notification issued by the Sindh Home Department, the government has imposed a ban on the forced collection of hides of sacrificial animals without the permission of the commissioner and deputy commissioner.

As part of the measures implemented, Section 144 has been imposed throughout the province during the occasion of Eid-ul-Adha, which is set to be celebrated across the country from June 29 to July 1.

The notification also includes specific guidelines and a code of conduct to ensure the fair and regulated collection of hides during this religious festival. The following measures have been outlined:

  • Collection of hides without permission from the Commissioners/Deputy Commissioners is strictly prohibited. Permission should only be granted in accordance with policy guidelines and NACTA (National Counter Terrorism Authority) SOPs (Standard Operating Procedures).

  • Permissions granted to individuals or organizations for the collection of hides during previous Eid-ul-Adha celebrations (2021/2022) will remain valid for Eid-ul-Adha in 2023.

  • Commissioners/Deputy Commissioners are responsible for ensuring that only registered charities, madaris (religious schools), and philanthropic organizations are permitted to collect hides. Any banned organizations attempting to collect hides under different names will not be allowed.

  • Setting up camps for the collection of hides and the use of banners for such purposes are strictly banned.

  • The use of flags and loudspeakers on vehicles and buildings to make announcements regarding the collection of hides is prohibited.

  • Any form of forced collection of hides is strictly prohibited and will not be tolerated.

  • Individuals authorized to collect and transport hides must carry valid permission documents and identification cards during their activities.

  • Violators of the aforementioned conditions will have their hides confiscated, which will be donated or disposed of by commissioners/deputy commissioners to reputable charitable organizations.

  • Law enforcement agencies, under the direction of district administrations, may conduct checks on the spot to ensure compliance with these regulations.

  • The ban on carrying weapons will be strictly implemented, and all permissions issued by the Home Department to carry weapons will be suspended during this period.

  • Any individual found violating these conditions will be prosecuted under the relevant provisions of the law.

The implementation of these measures aims to safeguard the rights of individuals, prevent any form of coercion or exploitation, and ensure that the collection of sacrificial animal hides is carried out in a fair and organized manner. By regulating the process, the Sindh government seeks to promote transparency, accountability, and the spirit of giving during the auspicious occasion of Eid-ul-Adha.
