Japan has awarded $263 million in scholarships to Pakistan under a new agreement aimed at advancing the education of federal civil servants.

The announcement was made during the signing of the “Human Resource Development Scholarship” program between the two countries.

The agreement was formalized by Dr. Kazim Niaz, Secretary of Economic Affairs, and the Japanese Ambassador to Pakistan, with support from the Japan International Cooperation Agency (JICA).

Under this phase of the initiative, 16 federal government officials from Pakistan will be selected to pursue Master’s degrees at top Japanese universities, with the goal of enhancing their skills in governance and public policy.

The scholarship program, launched in 2018, has already benefited seven cohorts of Pakistani civil servants. The initiative aims to equip participants with the tools needed for effective decision-making and administrative reform.

Dr. Kazim Niaz thanked the Japanese government, stating, “This partnership strengthens our human capital and deepens bilateral ties. Japan’s continued support contributes directly to Pakistan’s institutional development.”

Officials highlighted that the long-term impact of these scholarships extends beyond individual growth, as the skills acquired by the scholars will help modernize Pakistan’s civil service and improve governance standards across federal ministries.
