The Ministry of National Health Services, in collaboration with the National Database and Registration Authority (NADRA), announced the One Patient, One ID project, under which each citizen’s CNIC will serve as their unique Medical Record (MR) number.
Federal Health Minister Dr. Mustafa Kamal shared details of the project following a meeting with NADRA Chairman Lt Gen Muhammad Munir Afsar.
He emphasized that Pakistan currently lacks a centralized medical database and this initiative will bridge that gap.
“Assigning the CNIC as the MR number will help us streamline healthcare delivery across the country,” said Dr. Kamal. “It’s a transformative move to track patient histories and improve treatment accuracy.”
NADRA’s involvement is seen as crucial, given its expertise in secure national data management. Once active, the system will allow doctors to access patient records from any location in the country, reducing delays and redundancies in treatment.

The project also aligns with the government’s vision to enhance digital health services. Dr. Kamal mentioned that telemedicine will be expanded to deliver consultations and medications directly to people’s homes, particularly in underserved areas.
Currently, nearly 70 percent of patients skip local clinics and rush to major hospitals, creating pressure on urban healthcare centers.

“With rising population and demand, this system will help decentralize services and improve efficiency,” Dr. Kamal noted.
“We can no longer rely on outdated manual systems. Embracing technology is the only way to build a responsive and sustainable health infrastructure,” He said.
