How citizens can report illegal constructions to SBCA

The Sindh Building Control Authority (SBCA) has launched a Smart Complaint Redressal Mechanism (SCRM) to help citizens report illegal constructions and resolve disputes with builders.

It is important to note that the Smart Operating Procedure (SOP) for handling public complaints has been designed in compliance with the directives of the Honorable Sindh High Court.

The citizens can now register complaints related to illegal and unauthorized constructions or violations of SBCA’s model agreement for private-public cell projects/open plot schemes.

How to File a Complaint

Citizens can now report violations through multiple channels of SBCA, including the website (www.sbca.gos.pk), the Smart SBCA mobile app, the UAN helpline (111-007-222), or by visiting SBCA Complaint Centers in person.

Once a complaint is filed, the process begins with complaint registration, which is completed within one day.

What Happens After You File a Complaint?

The complaint process begins with Complaint Registration, where the issue is registered online and forwarded to the relevant SBCA director within one day.

SBCA will also resolve disputes between builders, developers, and allottees concerning projects, and verify complaints within three days through the Public Sale Advertising and Complaint Section (PSA&C).

If the construction is found to be approved and legal, the complainant is informed.

However, if the construction violates SBCA rules, a notice is issued to the owner/developer under Section 7-A of the Sindh Building Control Ordinance, 1979, within seven days.

In cases of violations, the show-cause notice issued will be shared with the complainant, a Hearing is scheduled within seven days, and a final decision is made by SBCA within 14 days.

If either party disagrees with the decision, they can initiate an Appeal Process within 30 days for further review under Section 16 of the Sindh Building Control Ordinance, 1979.

The decision is implemented within 4 to 8 weeks, under the Karachi Building Town Planning and Regulations-2002, depending on building occupancy.

Strict Action Against Delays

SBCA staff failing to resolve complaints on time will face disciplinary action as per the E&D rules.

Bi-weekly meetings will ensure that complaints received through the portal are addressed promptly and effectively. A monthly review report will be submitted to the Director General (SBCA).
